Create custom db with web interface and remote data retrieve

Here is the scope of the project.

Admin side

Create a database of sample IDs (eg yyyymmdd-XXXX) with unique 4 digit PIN (for customer interface)
The customer sends sample to lab with the ID printed on a label.
Lab enters ID, logs the results on their FTP server.
Our system polls the server and downloads all of the lab data and corresponding IDs

Customer side

Customer logs onto to website, registers their ID with the PIN, the registration process must include email verification and password
When lab data for that specific ID is downloaded the system notifies the customer via email that their test is complete
Customer logs back on and retrieves their results.

The data must be interpreted and integrated into a PDF which the customer downloads. Layout will be provided.

The existing website is built on the Joomla platform which allows any type of page to be displayed within its pages. You do not have to design a website, only the two pages for registration and retrieval/login of the tests.

A server is available to use to develop the system.
